Ministry of public security： exploring the pilot of household registration access to the same city and implementing the flexible settlement policy

　　BEIJING, Aug. 3 (Xinhua) The Ministry of Public Security held a press conference on the 3rd to inform the Ministry of Public Security about the research and formulation of some measures for the high-quality development of public security organs' services. He Wenlin, deputy director of the Research Office of the Ministry of Public Security, said at the meeting that it is necessary to explore the urbanization of household registration and pilot the implementation of flexible settlement policies.

　　He Wenlin introduced that on the basis of in-depth organization of investigation and argumentation and extensive listening to opinions and suggestions, the Ministry of Public Security focused on the major strategy of actively serving the party and the state, and based on the duties and tasks of public security organs, studied and formulated several measures for the high-quality development of public security organs (hereinafter referred to as several measures).

　　Several measures are mainly divided into three aspects:

　　First, strengthen institutional supply and launch a number of reform measures to promote high-quality development. They are: fully implementing the list management of administrative licensing items, vigorously promoting the new urbanization with people as the core, exploring the urbanization of household registration access, piloting the flexible settlement policy, providing convenience for foreign businessmen to apply for port visas in China and renew multiple visas, exempting foreigners from keeping their passports when applying for residence certificates, decentralizing the approval authority for the establishment of security service companies and the issuance of security guards' certificates, and exploring the reform of "one industry, one license" in the hotel industry.

　　Second, optimize management services and launch a number of service initiatives to promote high-quality development. They are: facilitating rural people to apply for traffic control license plates, improving the utilization rate of road resources, facilitating the passage of transportation, logistics and freight vehicles, further promoting automobile consumption, implementing "one window for all" public security government services, continuing to promote "all-round network for all" public security government services, fully implementing "inter-provincial communication", implementing the reform of "exemption from paying licenses and getting things done", and piloting the "one photo sharing and one photo universal" of documents and photos, and vigorously promoting public security government affairs.

　　Third, strict safety supervision, and strive to ensure high-quality development with high-level safety. They are: accurately meet the needs of industrial safety development, ensure the orderly development of new service formats and new models, coordinate regional development with regional policing, fully implement "double random and one open" supervision, strengthen safety supervision of key industries and key areas, improve road traffic safety supervision of key vehicles and drivers, and protect enterprise property rights and the legitimate rights and interests of operators according to law.
