  On August 2nd, the National Network Information Office issued the "Guidelines for the Construction of Mobile Internet Minors' Mode (Draft for Comment)" (hereinafter referred to as the "Guidelines"), aiming at comprehensively upgrading the "Youth Mode" to "Minors' Mode", promoting the mode coverage from APP to mobile intelligent terminals and application stores, realizing the three-way linkage of software and hardware, facilitating users to enter the mode with one click, and creating a safe and healthy network environment for minors.

  Look at the key measures:

  1, mobile intelligent terminal, application and application distribution platform should realize linkage; Necessary interfaces and data sharing should be provided between ports to meet the functions of minors' anti-addiction reminder, parental supervision and management.

  5. Parents can use the associated account to review the application download in minor mode, and exempt or prohibit users from downloading and installing specific applications.

  Tripartite linkage to strengthen minors' anti-addiction

  Creating a clear cyberspace is related to the physical and mental health and growth of minors. According to the 51st Statistical Report on Internet Development in China issued by China Internet Network Information Center (CNNIC), as of December 2022, the number of netizens in China reached 1.067 billion, and 18.7% of them were under 19 years old.

  On June 29, Niu Yibing, deputy director of the Central Network Information Office and the National Network Information Office, said at the press conference of the State Council Office that this year, the "youth model" will be upgraded to the "minor model" in an all-round way, and the coverage of the model will be expanded from APP to mobile intelligent terminals and application stores, realizing software and hardware linkage and building a "triple defense line" for network protection of minors.

  The Guide points out that mobile intelligent terminals, applications and application distribution platforms should be linked. The minor mode should have automatic switching function. After the mobile intelligent terminal starts the minor mode with one key, the application and application distribution platform should automatically switch to the minor mode interface. Mobile intelligent terminals, applications and application distribution platforms should provide necessary interfaces and data sharing to meet the functions of minors' anti-addiction reminder, parental supervision and management.

  For smart terminals such as smart phones, tablet computers, children's smart watches, early education machines and smart wearable devices, the Guide requires that users can enter the minor mode through at least three ways, such as boot reminder, desktop icon and system setting.   In terms of bypass prevention mechanism, after entering the minor mode, the mobile intelligent terminal should be verified and confirmed by parents before it can perform operations such as exiting the minor mode or restoring factory settings.   Strengthen the construction of minors' content pool for mobile Internet applications.

  In terms of mobile Internet applications, the Guide proposes that mobile Internet applications should provide age-specific content services for minors and create exclusive content pools, such as providing enlightenment education, general education, subject education, knowledge popularization, life skills, entertainment content with positive guiding significance and news information suitable for the cognitive ability of this age group.

  In the minor mode, there should not be any form of providing related products and services to minor users that induce their addiction or are not conducive to their physical and mental health. The Guide clearly stipulates that it is forbidden to produce, copy, publish, disseminate or hold pornographic network information about minors, and it is forbidden to trick or force minors to produce, copy, publish and disseminate words, pictures, audio and video that may expose their personal privacy, as well as information that may cause or induce minors to imitate unsafe behaviors, commit behaviors that violate social morality, generate bad emotions, develop bad hobbies and other information that may affect their physical and mental health.

  In terms of functional restrictions, the Guide points out that network service providers such as webcasting, network audio and video, and network social networking should set up corresponding functions such as time management, authority management, and consumption management for minors to use their services. In the mode of minors, online communities, groups and topics with the theme of supporting fund-raising, voting and ranking, brushing and controlling evaluation shall not be set up, and the pan-entertainment function and content shall not be used to induce minors to indulge in the network.

  At the same time, the anti-addiction requirements of online games should comply with relevant management regulations. Applications that are explicitly banned by the relevant departments according to the characteristics of all ages shall not be put on the application distribution platform in the minor mode.

  At the same time, application providers should adhere to the principle of being most beneficial to minors, pay attention to the healthy growth of minors, strictly implement the requirements for real-name registration and login of minor users' accounts, and must not provide related products and services that induce their addiction to minor users in any form.

  At the same time, the Guide also puts forward a number of parental management measures. Mobile intelligent terminals, applications and application distribution platforms should provide parents with management rights for minors' use time, information service reception, application download and installation, etc., to meet parents' needs for supervision, exemption and audit of minor users.

  Mobile intelligent terminals should regularly provide parents with an overview report on the usage time of minor users in minor mode, the usage time of various applications, and the surfing time, so as to assist parents in supervising the online behavior of minors.
