青平：打好防汛“主动战” 织密防汛“防护网”

　　8月1日，中共中央总书记、国家主席、中央军委主席习近平对防汛救灾工作作出重要指示，要求全力搜救失联被困人员，尽最大限度减少人员伤亡，紧盯防汛重点部位，落实落细各项防汛措施，全力保障人民群众生命财产安全和社会大局稳定。

　　当前正值“七下八上”防汛关键期，各级各部门要始终坚持人民至上、生命至上，闻“汛”而动，全面强化防汛各项措施，扎实做好防汛各项工作，全力打好防汛“主动战”，织密防汛“安全网”。

　　强化值班值守，扣牢责任链条。防汛救灾无小事，安稳度汛大于天。各地各部门要全面落实防汛救灾主体责任，强化风险意识，以“时时放心不下”的责任感，坚定落实24小时值班值守制度，适时启动防汛关键期工作机制。相关责任人要严阵以待、靠前指挥。要切实增强忧患意识、树立底线思维，坚决克服麻痹思想、侥幸心理，将防汛减灾各项工作任务和责任落实到位，依法有序做好灾害突发事件防范处置，切实把保障人民生命财产安全放到第一位，努力将各类损失降到最低。

It is necessary to improve the management of materials, organize the flood control warehouse every day, test and maintain the facilities and equipment such as generators and pumps, and replenish flood control materials as needed to ensure normal use during the flood season.

　　Strengthen the investigation of hidden dangers to ensure safety in flood season. Flood control and disaster relief involve the peace and happiness of thousands of families, and there is no room for any carelessness or relaxation. All localities and departments should strengthen the investigation, establish hidden danger accounts, adhere to the tone of "prevention first, combining prevention with rescue", re-sort and re-investigate the hidden dangers of flood control, establish accounts for existing problems, implement measures, and classify management to ensure that hidden dangers can be discovered and disposed of in time, and strive to minimize all kinds of losses. It is necessary to keep a close eye on geological disasters such as mountain torrents, reservoirs, rivers and low-lying waterlogged areas, do a good job in pre-rain, in-rain and post-rain inspections, find hidden dangers of rectification in time, identify the responsible subjects one by one for the problems and weak links found, immediately rectify and improve, earnestly grasp all the work of flood control and disaster reduction in place, ensure that "the flood season does not pass, the inspection does not stop, and the rectification does not stop", and go all out to ensure the safety in flood season.
