The residence time for Irish-born children to apply for naturalization has been reduced from five years to three years.

  Helen McEntee, Minister of Justice of Ireland, has begun to implement most of the provisions of the Courts and Civil Law (Other Provisions) Act 2023.

  The Act amended Irish nationality and citizenship, court offices, bankruptcy, international protection, data protection, immigration and legal services.

  According to the Act, people who have been convicted of serious crimes or are considered to be a threat to national security can now be ordered to leave the country, and there is no longer the option of leaving the country voluntarily, thus preventing them from returning to Ireland.

  When talking about this change, McEntee said: "This means that they can't escape the fate of being deported and can't return to Ireland."

  The legislation also amended the Immigration Act 1999 to allow the Immigration Bureau to serve documents electronically.

  According to the Irish Ministry of Justice, this will allow the Immigration Bureau to contact people via email or customer portal to inform them of their immigration decision.

  A spokesman for the Ministry of Justice said: "Many people have changed their addresses, but they may not have informed this department, so it is difficult to contact them by mail."

  This change will enable the Ministry of Justice to send important notices, including eviction orders, by email when necessary, even if the person may have moved.

  The Ministry of Justice added that these changes will also support the "ongoing modernization of immigration services", including the digital customer portal that will be launched in the next few years.

  As part of the reform, children born in Ireland to parents of different nationalities can now apply for citizenship after three years instead of waiting for five years.

  Since the referendum on citizenship, children born in Ireland but whose parents are not Irish residents will automatically enjoy Irish citizenship only if one of them is an Irish citizen or is eligible to become an Irish citizen.

  Note: This does not include the time spent in Ireland on a student visa or waiting for the decision on the application for international protection.

  McEntee said that reducing the residence requirement to three years will bring peace of mind and certainty to children and their families, and enable young citizens to thrive and fully participate in Irish life.

  In addition, the bill also introduced a series of changes aimed at "improving the efficiency of court services".

  One of the changes is to set up a central office in the court service office to manage the work of summoning jury.

  At the same time, the court service is implementing its modernization plan, including their online customer portal, which allows people to respond to jury summons online, rather than by mail.

  At the same time, the amendment to the Legal Services Regulations Act of 2015 will pave the way for the introduction of cooperation between lawyers and barristers, or between barristers and other barristers.

  Barristers and lawyers will be able to provide legal services together for the first time, expanding the scope of services and professional knowledge provided to clients.
